We have the honor to acknowledge receipt of your letter of the 31st January, stating that our letter of 31st October last, addressed to the Right Honorable the Secretary of State for the Colonies, had been received at the Department, but stating that its contents could not be considered until we had forwarded hence a fresh communication, in the regular manner, through the Governor, accompanied by His Excellency's explanation and remarks thereon.

We have therefore respectfully availed ourselves of the suggestion made to us and addressed His Excellency the Acting Governor, with a duplicate herewith appended, of our communication of the 31st October last, above referred to, which course we would have adopted at first, had the Honorable the Acting Colonial Secretary in his communication of the 11th October then said it was competent for us to do so, instead of merely suggesting the very objectionable, expensive, and doubtful mode...
